The Ministry of Public Security’s "Net 2018": Baidu, Sina Weibo and other websites were fined.

  In view of the prominent information about all kinds of illegal crimes on the Internet, the rampant black market on the Internet, and the high incidence of illegal and criminal cases such as online fraud, pornography, gambling and infringement of citizens’ personal information, in February 2018, the Ministry of Public Security deployed public security organs across the country to carry out a one-year special campaign to crack down on and rectify cyber crimes "Net Net 2018".

  The Paper learned from the Ministry of Public Security on September 7th that in the six months since the launch of the special campaign, public security organs across the country have cracked more than 22,000 criminal cases, arrested more than 33,000 suspects, handled more than 9,200 administrative cases, shut down or suspended more than 3,400 websites, imposed administrative fines on more than 1,000 websites with prominent illegal information such as Baidu, Sina Weibo and Youku, and interviewed and rectified more than 10,400 enterprises according to law.

  According to the Ministry of Public Security, in order to effectively clean up the source of information dissemination on illegal crimes, public security organs across the country have stepped up inspections on parts with high incidence of illegal crimes, cleaned up more than 1.56 million illegal crimes, shut down more than 50,000 illegal online accounts, and guided domestic Internet companies to filter more than 204 million illegal and criminal web pages. 43 websites that spread illegal information such as guns, fake certificates, bank cards, fake invoices and online whoring, such as Baidu Music, Sina Weibo, sogou Pictures, Netease Blog and 360 Search, and 119 IDC (Internet Data Centers) such as Century Internet, Dr. Peng Broadband, Hangzhou Telecom and Zhengzhou Unicom were listed, supervised and rectified.

  In view of the fact that some Internet companies do not conscientiously fulfill their network security management obligations and promote the high incidence of online crimes, in the "Net Net 2018" special action, the Ministry of Public Security stepped up efforts to crack down on rectification and task supervision, and investigated and dealt with illegal enterprises and Internet information service providers according to law. Public security organs at all levels have strengthened supervision and inspection and administrative law enforcement, handled more than 9,200 administrative cases, shut down or suspended more than 3,400 websites, imposed administrative fines on more than 1,000 websites with prominent illegal information such as Baidu, Sina Weibo and Youku, and interviewed more than 10,400 enterprises for rectification according to law. We carried out special inspections on services such as e-commerce, online games, live webcasts and short online videos, shut down more than 320,000 online stores, shut down more than 140,000 illegal online accounts, communication code numbers and payment accounts, shut down more than 1,000 illegal anchor accounts and more than 670,000 illegal live broadcast rooms, and cracked down on more than 5,400 illegal apps such as obscenity, pornography and bloody violence according to law.

  According to the Ministry of Public Security, in view of the fact that the network black and gray industry provides blood transfusion and power supply for prominent crimes such as online fraud, pornography and gambling, and forms an interest chain of cyber crimes, the public security organs have made great efforts to crack down on upstream crimes, and intensified efforts to crack down on crimes of infringing citizens’ personal information, hacking crimes and illegal sales of "black cards" that provide information support, technical support and tool support, and arrested more than 8,000 suspects, including 3,000 insiders involved in telecom service providers, Internet companies, banks and other industries. In response to online obscene and pornographic crimes, online gambling chaos, online "routine loan" crimes and other illegal crimes, the public security organs insisted on taking the initiative to attack, deal with them quickly, and crack down hard, arresting more than 7,000 people involved and destroying more than 250 gambling gangs.

  The relevant person in charge of the Ministry of Public Security said that the national public security organs will further carry out the "Net Net 2018" special campaign, continue to crack down on the rectification of online crimes, continuously intensify the investigation and crackdown on various cybercrime cases, continuously strengthen the implementation of the main responsibility of Internet enterprise security management, continuously strengthen the information cleaning of cyber crimes, comprehensively improve the comprehensive management ability and level of cyber security, and strive to create a clean and tidy cyberspace.

  Attachment: Typical case of "Net 2018" special action

  Case 1: The public security organ in Hefei, Anhui Province detected the case of Cheng and others illegally invading the computer information system.

  In November last year, the public security organs in Hefei, Anhui Province found that some netizens stole the key of the National Physician Qualification Information Management System of the Provincial Health Planning Commission, installed remote control software, and added and tampered with physician information for profit. Hefei public security organs attached great importance to it and immediately carried out investigations. After several months of continuous fighting, they arrested the suspect Cheng and others in a private house in Wuhan in June this year. After review, Cheng, together with more than 10 people including Li Moumou, illegally invaded the Medical Qualification Information Management System of the Health Planning Commission in April 2016 after receiving customer orders for false medical qualifications in Henan, Anhui, Jiangxi, Hunan and other places, adding false medical qualification information and making illegal profits of more than 2 million yuan.

  Case 2: Zhejiang public security organs arrested hackers who peddled the information of Zhejiang primary and secondary school students’ school status on the dark network.

  In August this year, a netizen posted a post on the Chinese website of Dark Network to sell the information of primary and secondary school students’ school status in Zhejiang. Zhejiang public security organs attached great importance to it and immediately set up a special class to carry out online investigation. On August 10th, Jinhua Public Security Bureau organized a network-closing operation, and successfully arrested three suspects, including Wang, who illegally invaded Zhejiang’s student status management system.

  Case 3: The public security organ in Xuzhou, Jiangsu Province detected a case of spreading obscene articles by using WeChat reward platform.

  In January this year, the public security organs in Xuzhou, Jiangsu Province inspected and found that the website "Tingting Video Reward Platform" was suspected of spreading obscene articles for profit. After further investigation, it was found that the website operator "Tingting Gold Miner" stored a large number of obscene videos in the website public film library module, and recruited agents on the Internet. The agents distributed the generated links of website videos to the WeChat group as required for users to watch. In April this year, Xuzhou public security organs sent working groups to Zhanjiang, Guangdong, Loudi, Hunan, Longyan, Fujian and other places to arrest 53 suspects involved in the case after finding out the true identity and activity track of the people involved.

  Case 4: Guangdong public security organs successfully destroyed 29 online gambling criminal gangs organized during the World Cup.

  In June this year, Guangdong public security organs strengthened the key inspections of online gambling during the World Cup and found that many gambling gangs used social platforms such as QQ and WeChat to promote gambling platforms. From June 14th to July 15th, Guangdong public security organs closed down the Internet in many places, busted 29 gangs involved in the case, arrested 462 suspects, smashed 79 gambling sites and APP such as "Crown Network" and "Passion World Cup", shut down 251 QQ groups and WeChat groups, and frozen the amount involved more than 260 million yuan.

  Case 5: The public security organ in Jiuquan, Gansu Province detected the case of "routine loan" on the 5.30 mega-network.

  In May this year, Xu Shenglong, a resident of Jiuquan, reported that he borrowed money through a small online lending platform and was violently urged by the other party on the grounds of overdue breach of contract, and was defrauded of more than 100,000 yuan. Jiuquan public security organs immediately set up a "5.30" network "routine loan" task force to carry out investigations. On July 12, the task force quickly launched a network-closing operation after mastering the activities of the gang members, destroying illegal online lending criminal gangs entrenched in seven provinces and cities in one fell swoop, arresting 400 criminal suspects, seizing 866 computers, 529 mobile phones, 204 bank cards, 391 hard disks, etc., and freezing more than 1 million yuan of funds involved.

  Case 6: The public security organ in Xinxiang, Henan Province destroyed a criminal gang that used GSM sniffing technology to commit cyber theft.

  In April this year, the public security organs in Xinxiang, Henan Province received many reports from the masses that the funds in the bank card were stolen by tens of thousands of yuan without the victim’s transfer operation. Xinxiang public security organs dug deep into the line and grasped the criminal fact that criminals used the loopholes in the 2G mobile communication protocol to sniff the SMS verification code of mobile phone users, used some logical loopholes in the network to steal citizenship information and bank card information, and finally used the victim’s financial account to buy virtual goods to sell stolen goods. In July this year, the public security organs in Xinxiang, Henan Province launched a concentrated crackdown on the criminal gang, arresting 10 suspects and breaking more than 50 cases.

  Case 7: The public security organ in Luzhou, Sichuan smashed a criminal gang that manufactured and sold false certificates.

  In May this year, the public security organ in Luzhou, Sichuan Province found that a QQ account was suspected of making and selling fake certificates online. After investigation, the public security organ successfully smashed a website of government departments such as personnel examination network, health network and construction network of relevant provinces and cities by hacking, gained website authority, illegally added data, created criminal gangs selling fake certificates, arrested 14 suspects such as hackers, fake certificate makers and sales intermediaries, and seized engineers, diplomas, doctors and teachers.

  Case 8: Beijing Public Security Bureau cracked the case of "5.22" illegal use of information network.

  In May this year, Beijing public security organs inspected and found that a website "Beijing Play Forum" published a large number of information on soliciting prostitutes online. Beijing public security organs attached great importance to it and set up a task force to carry out investigations. On June 25th, the task force launched a simultaneous network-closing operation in Beijing, Sichuan, Guizhou and other places, destroying seven online prostitution forums such as "Beijing Play Forum" and "Blue and White Edge" in one fell swoop, completely destroying the pornographic industrial chain of the network, from server leasing, website maintenance, publishing prostitution information to organizing prostitution, arresting 140 criminal suspects and destroying more than 40 pornographic dens.

  Case 9: The public security organs in Guangzhou, Guangdong Province detected the case of "network water army" by Zou and others.

  In May of this year, the public security organs in Guangzhou, Guangdong Province found that the network water army criminal gangs with Zou and Xiang as the main members used technical means to provide illegal activities such as paid post deletion, posting and publishing false information, with a cumulative profit of about 955,000 yuan. On August 6, Guangzhou public security organs arrested 12 suspects, including Zou and Xiang, in Shaanxi and Guangzhou.

  Case 10: The public security organ in Tai ‘an, Shandong Province cracked the case of "3.17" illegal use of information network.

  In December last year, the public security organ in Tai ‘an, Shandong Province conducted an online inspection and found that someone privately built the website of "Red Beaver Special Shopping Mall" and opened an online casino through "one yuan purchase". Taian public security organ immediately set up a task force to carry out investigation, and found out that the website operating unit was Chaozhou United Chuangzhan Technology Co., Ltd. On March 29th, Tai ‘an public security organ launched a network-closing operation, arresting 34 people involved in the company in Chaozhou, Guangdong Province, seizing more than 1,000 mobile phones and more than 60 computers, and freezing more than 50 million yuan.
