昆明市治理滇池的决心坚定不移。截至2018年10月31日，市级重点项目今年计划实施62个，已完成年度目标任务的项目有39个，正在建设23个，开工率100%；区级重点项目今年计划实施145个，已完成年度目标任务的项目有87个，正在建设58个，开工率100%。
2019年至2020年，81个项目将继续建设，全力以赴实施滇池保护治理攻坚行动，采取控制城市面源和雨季合流污染、治理主要入湖河道及支流沟渠、完善流域截污治污系统、优化流域健康水循环、提升湿地生态环境效能等一系列措施，努力实现滇池水质目标。

截污治污系统基本建成
据了解，滇池保护治理“三年攻坚”行动计划实施69个调蓄池，全部开工建设，已完工57个，调蓄总量86.319万立方米。河道、管网清淤工作中，滇池流域9个区均已按年度计划完成辖区主要入湖河道及支流沟渠、管网的清淤工作。截至目前，共完成河道清淤长度259.8千米，清淤量186.79万立方米；排水公司完成排水管网清淤1545.8千米，清淤量15.9万立方米。

Build 63 automatic water quality monitoring stations
In the construction of smart rivers, Kunming has fully completed the construction of 63 water quality automatic monitoring stations at the administrative junction of major rivers and the section of the entrance to the lake in Dianchi Lake Basin.
A small house near the entrance of the Chuanfang River into the lake is covered with various instruments. The instrument panel is displaying the latest monitored indexes of ammonia nitrogen, total phosphorus, chemical oxygen demand and anionic surfactant, which is one of the automatic water quality monitoring stations in Kunming.
The assessment standard is set in the system. If the monitoring data exceeds the standard, the figures will be displayed in red. In addition to the indicators directly displayed on the panel, the environmental temperature, water temperature, turbidity, pH value and other indicators will be automatically monitored and recorded during monitoring. The system will monitor every 4 hours, and at the same time, if necessary, it can be monitored by manual operation at any time. Sixty-three automatic water quality monitoring stations like this have been built, covering all rivers entering Yunnan, and keeping abreast of the latest water quality of all rivers, pollutant reduction of water purification plants, regional and basin water quality evaluation, etc.

"Smart River" helps precise governance
At present, more than 100 high-definition monitoring points have been set up all over the Panlong River, which have spread to all sub-ditches, showing the dynamic situation of video monitoring heads along the Panlong River in real time.
Since the construction of the "Smart River" platform, it can effectively find problems in time and solve them in the first time. Under normal circumstances, from the discovery of the problem, through the linkage of the city (district), the staff can reach the corresponding place for processing within 10 minutes.
In March this year, the Municipal Yunnan Management Bureau fully implemented the installation of smart river video monitoring equipment in Panlong River in advance, and at the same time carried out the project implementation plan. Up to now, the Panlong River monitoring project has built 18 stations in Songhuaba Reservoir, Jiangfengyuan Road and Bridge, Linyu Bridge and Golden Avenue Bridge. At the same time, a video surveillance center was built and delivered. The front-end video monitoring points are all selected to be installed at various main gates, culverts, diversion points, overflow ports, drainage ports and pipeline ports. The resolution of the video monitoring head reaches 8 million pixels, and it can be rotated 360 degrees. You can zoom in on the video or rotate the camera with a mouse click to see the real-time situation of the river at this moment.
By means of video monitoring and intelligent analysis, an efficient, visual, platformized and information-based governance method is formed in terminal pollution interception, point governance, source governance and river system governance, which provides a targeted decision-making basis for Dianchi Lake protection and governance. At the same time, escort the "river length system", realize river inspection and supervision, and timely discover, report and stop violations of laws and regulations related to rivers.
Municipal 6-department joint grid law enforcement
At present, the 35 main rivers entering the lake in Dianchi Lake Basin have established a joint grid enforcement mechanism of six municipal departments to carry out joint enforcement and severely crack down on environmental violations that pollute the water quality of Dianchi Lake.
Since 2018, the precise pollution control joint enforcement mechanism of "one river, one inspector and six law enforcement team members" has been strictly implemented, inspections and joint enforcement have been carried out, problems have been found and solved immediately, river inspection registration forms have been filled in in time, and trace management has been strengthened.
At the same time, the Dianchi Administration of Kunming also completed the investigation of the current situation of pollution interception and pollution control facilities in the rivers entering the lake, and compiled and reported the pilot scheme for the construction of the pre-reservoirs at the estuaries of Baiyu River, Gucheng River and Guangpu Dagou; Completed the construction of biological treatment facilities for polluted water in Chejiabi Chagou, Fishing Village Gou, Zhenghe Road Gou and Dashagou, and held an experience promotion meeting for biological treatment of rivers in Xishan District.

"One River and One Policy" to Improve River Water Quality
Kunming regards the protection and management of Dianchi Lake as the "number one" project, which strongly promotes the development of the protection and management of Dianchi Lake. Highlight the scientific, systematic and accurate governance; Adhere to the combination of temporary solution and permanent solution, and comprehensively use various technical means such as engineering technology, biotechnology, information technology and automatic control technology to innovate governance and management methods. Continuously strengthen the implementation of the "river length system", and comprehensively establish a four-level river length, a five-level governance responsibility system and a three-level supervision system in Dianchi Lake Basin. There are 25 municipal river lengths, 132 district-level river lengths, 193 township-level river lengths and 462 village-level river lengths.
At present, Kunming has summarized and revised the implementation plan of "one river, one policy" for three years, and completed the setting of public signs for the length of 35 main rivers entering the lake and the compilation of the River Patrol Manual. According to the relevant requirements specified by the mobilization meeting of the Kunming Municipal Party Committee and the Municipal Government for the protection and treatment of Dianchi Lake in three years, we organized all districts in Dianchi Lake Basin to work out the implementation plan of "one river and one policy" for three years, and comprehensively adopted measures such as river interception, dam renovation, construction of rain and sewage storage tanks, micro-polluted water treatment, construction of pre-reservoir treatment system, river cleaning and diversion, and strengthening management and control to carry out comprehensive river regulation, reduce pollution load and improve river water quality.
Let the river ecological compensation be used in practice
Kunming strictly implements the Measures for the Administration of the Use of Ecological Compensation for Rivers in Dianchi Lake Basin of Kunming, and strengthens the overall management of ecological compensation.
Every month, the Municipal Bureau of Yunnan Management, the Municipal Environmental Protection Bureau and the Municipal Water Affairs Bureau do a good job in accounting and reporting compensation, and jointly issue a payment notice with the Municipal Finance Bureau to urge all districts in Dianchi Lake Basin to pay the ecological compensation in full and on time, so that the river ecological compensation can be put into practice and play its greatest role.
At the same time, the Municipal Bureau of Yunnan Management has continuously strengthened the improvement of wetland ecological environment efficiency. In order to standardize the construction and management of Dianchi Lake Lakeside Wetland and give full play to its functions, the Measures for the Construction and Management of Dianchi Lake Lakeside Wetland in Kunming City were compiled, and the construction and management of lakeside wetland were carried out in accordance with the principles of state-owned public management, government-led, municipal overall planning, territorial responsibility and awards instead of compensation. The 11.783-kilometer-long lifting and reconstruction project of Huanhu South Road starts from Taishi Village in Jinning District and ends at Gaohai Expressway. The 13th water purification plant in Kunming is located in Wangjiadui District, Xishan District, covering an area of about 48,000 square meters, with a total designed sewage treatment scale of 120,000 cubic meters per day. The project covers an area of 20.06 square kilometers, bounded by Laoyunliang River and Caohai in the east, Dianchi Lake in the south, Xishan Mountain in the west and Majie Middle Road and chengdu-kunming railway in the north.
