How to "package" the cadres’ files —— Analysis of typical cases of the fraud of cadres’ files
It is no small matter to falsify the archives of leading cadres in party member. This is a disregard for party discipline and extreme disloyalty to the party. It violates the party’s organizational discipline, tortures the principle of party spirit and tests the qualification of a Communist party member. The Central Commission for Discipline Inspection’s report on the falsification of Li Zhi’s files further demonstrated the majesty of the Party discipline and sounded an alarm to all cadres in party member: those who don’t obey discipline and rules will be severely punished.
In this issue, some typical cases of "violation of organizational and personnel discipline and falsification of archives" in some provinces, cities and counties are analyzed to explain the discipline and sound the alarm.
The materials for joining the Party are falsified, and the organizational procedures are ineffective.
In March, 2015, Liaoning Province reported the case of Xia Ye, former deputy director of the Administrative Committee of Dawa Lingang Economic Zone in Panjin City, forging Party membership materials. At the beginning of 2011, Xia Ye, then vice minister of investment promotion department of Dawa Lingang Economic Zone, asked Liu Jiguang, then secretary of the Party Working Committee of Dawa Lingang Economic Zone, and Wei Xiaodong, then deputy secretary, to join the Party. Wei Xiaodong arranged Xia Lingyan, a staff member of the Investment Promotion Department of Dawa Lingang Economic Zone at that time (Xia Lingyan had not joined the Party at that time) to be responsible for Xia Ye’s work related to joining the Party. Xia Lingyan asked Liu Qiuju, then a member of the Party Committee of Rongxing Town, Dawa County, to fill in the Registration Form for Requiring Activists to Join the Party and the Letter of Volunteer to Join the Party and other relevant materials for Xia Ye on the grounds that she was not familiar with party affairs. After Xia Ye provided false information about the trainers and party branch secretary during his work in Wang Jiazhen, Dawa County, Liu Qiuju forged the opinions and signatures of the trainers and party branch secretary in Xia Ye’s party membership materials, handed over Xia Ye’s party membership materials to Xia Yanling, and informed Xia Ye that it needed the signatures of the party membership introducer and party branch secretary during his work in Dawa Lingang Economic Zone. Xia Lingyan entrusted the matter to Zhou Luchun, a staff member of the Investment Promotion Department of Dawa Lingang Economic Zone at that time. Zhou Luchun arbitrarily filled in the names of Li Bin and others in Xia Ye’s party membership materials, forging the signatures of the party membership introducer and the party branch secretary. The relevant personnel of the Organization Department of Dawa County Committee did not carefully review Xia Ye’s files when they were on duty inspection, and failed to find the problem of falsification in Xia Ye’s party membership materials. According to the investigation results, the relevant departments of Panjin City and Dawa County decided not to recognize Xia Ye’s status as party member, and to remove him from the post of Deputy Director of the Administrative Committee of Dawa Harbor Economic Zone.Arrange work according to the general staff; Wei Xiaodong, who bears the main responsibility, was given a serious warning within the party and removed from the post of deputy magistrate of Dawa County; The other seven responsible persons were given disciplinary sanctions.
Analysis: A series of procedures for joining the Party are sacred and serious, such as filling in the application form for joining the Party, introducing people to join the Party, passing the Party branch meeting, approving the Party organization at the higher level, and conducting preparatory inspection. It is precisely because party member is a pioneer soldier who has passed the strict inspection and assessment that the organization can rest assured to hand over the cause of the party and the people to party member, and some special posts are only limited to recruiting party member. However, this makes some people’s motives for joining the Party impure. They are not holding communist ideals and beliefs, but out of utilitarian ideas that are convenient for finding jobs and are conducive to promotion, which is contrary to party constitution’s requirements. In addition, at present, some party organizations are not strict with party member’s censorship, so there have been acts of joining the party as a mere formality and even openly forging materials for joining the party. The above case is typical. I would like to ask, how can the purity of the team be guaranteed if such fraudulent people are mixed into the party member team? To prevent those who make up for others from mixing into the ranks of party member, we must pass the entrance to party member and intensify organizational review. Party organizations at higher levels should always conduct spot checks on party member’s situation of lower-level party organizations, and promptly correct, educate and punish the untrue situation.
Age magic, size change at will.
In March 2015, Heilongjiang Province investigated and dealt with Meng Deyong, deputy director of China Merchants Bureau in Shuangcheng. Meng Zhiyong, who joined the work in November 1996, has served as a clerk of Zhoujia Town Government, a clerk of Shuangcheng Town Government, and a section chief of Shuangcheng Investment Promotion Bureau. In March 2012, he served as the deputy director (deputy department level) of Shuangcheng Investment Promotion Bureau. After investigation, in November 1996, under the age of 18, Meng Deyong changed the date of birth from March 1979 to March 1976 in order to meet the age of admission, and made up the diploma of Heilongjiang University Administration. After transferring from Shuangcheng Town to Shuangcheng Investment Promotion Bureau, Meng’s file was kept by himself from 2007 to the beginning of 2012, and it was not handed over to Shuangcheng Human Resources and Social Security Bureau until the organization department of Shuangcheng Municipal Committee transferred the file. In March, 2012, the Organization Department of the Municipal Party Committee promoted Meng as the deputy director of China Merchants Bureau without a strict review of his file, which led to an oversight error.
According to the results of the audit, the relevant departments of Heilongjiang Province instructed the Shuangcheng Municipal Committee to deal with the case seriously: cancel the appointment decision of the deputy director of the China Merchants Bureau of Mengdeyong City, cancel the cadre status, and give the party a one-year punishment; Wei Moumou, deputy director of the Organization Department of the Municipal Party Committee in charge of cadres and archives work, was admonished and transferred from organizational personnel positions; Li Moumou, the current director of the Municipal People’s Social Security Bureau, who has chaotic cadre file management, made an admonishing conversation and instructed him to rectify within a time limit; Li Moumou, then the file manager of the Municipal People’s Social Security Bureau, was given a greater punishment in administrative records.
Analysis: It has long been an "open secret" for individual party member cadres to "face-lift" their age. The "flexible age", which can be big or small, has impure motives, bad influence and complicated causes. This stubborn disease fully exposes some problems such as the lack of honesty of individual cadres in party member, the weak sense of discipline of the Party, and the low loyalty to the Party. More deeply, it reveals that the cadre file management and related systems in party member are not strict, standardized and opaque. It’s no small matter to falsify the age. To control this stubborn disease of "flexible age", we must strengthen the construction of the credit system of cadres in party member, strengthen the sense of discipline, strictly manage the archives, and seriously deal with violations. Let the "elastic age" lose its elasticity and return to reality.

In July, 2014, the Central Organization Department released Shanxi to investigate and deal with the file fraud case of Wang Hongying, former secretary general of Taiyuan Quality Inspection Association. Wang Hongying, Secretary General of Taiyuan Quality Inspection Association in April 2013. After investigation, in December 2003, Wang asked Wang Qiulan, then director of the Organization Department of Taiyuan Municipal Commission of Commerce and Trade, and director of the Personnel Department (deputy researcher), and Li Moumou, director of Taiyuan Financial and Trade Comprehensive Development Center, respectively, to forge the "Report on Appointment and Dismissal of Cadres" and affix their official seals. At the same time, Wang’s actual date of birth was March 14, 1976, which was revised three times since 1991, and finally the date of birth was changed to December 15, 1978. Since then, Wang has been appointed as the deputy mayor of Guangshengsi Town, Hongdong County, Linfen City, and the deputy director and director of the supervision department of Taiyuan Quality Supervision Bureau, and has gone through the civil service registration procedures in violation of regulations.
According to the results of the audit, the relevant departments of Shanxi Province and Taiyuan City dealt with the case seriously: instructed the Provincial Quality Supervision Bureau to cancel Wang Hongying’s civil servant status and revoke his post as Secretary General of Taiyuan Quality Inspection Association; Wang Qiulan was given a one-year probation and administrative dismissal, and was reduced from deputy researcher to official level; Give Li a serious warning in the party and remove him from his current position; In view of the fact that nine people, including Chang Moumou, Party Secretary and Director of Provincial Quality Supervision Bureau, Wang Moumou, former Party Secretary and Director of Taiyuan Quality Supervision Bureau, and Chai Moumou, Vice Chairman of Linfen CPPCC (then secretary of Hongdong County Party Committee), were responsible for lax control and mistakes in employing people, and were given warnings within the party or serious warnings within the party respectively.
Analysis: Files must conform to the context. Therefore, file fraud is not a simple fraud of a certain link, but a systematic project. As long as it is the unit where the counterfeiter worked and all links involved in the archives, all must be opened. In the process of counterfeiting, it is not only the counterfeiters who are hateful, but also those cadres who use public power for personal gain and are convenient to do things. If they are not in collusion with the counterfeiters, the counterfeiters want to add or cancel some materials in the files, or forge relevant certification materials, and legalize the false age and work experience through organization identification, I am afraid it will be difficult to achieve. To prevent the prevalence of file fraud, we must strengthen the punishment and accountability, not only investigate the responsibility of the parties, but also the responsibility of file managers and related personnel who instigate or participate in tampering and fraud, and increase the cost of their violation of discipline and discipline.

In January 2015, Guangxi Zhuang Autonomous Region investigated and dealt with the case of Liu Tiejian, deputy director of the Forestry Social Insurance Center of the Forestry Department of the Autonomous Region. In November 2010, he was dismissed from his post in the Party for stealing production in coal mines. In 2011, Liu Tiejian, after being punished, collaborated with others to forge a set of false cadre files, such as academic qualifications, work experience and materials for joining the Party, and changed his date of birth from July 1970 to July 1976, with a rank of deputy. In March 2011, Liu Tiejian was recommended by Hu Moumou, assistant to the president of China Youth Audio-visual Publishing House and director of the publishing center, and was hired as a part-time job in the audio-visual agency. In March 2014, recommended by Ma Moumou, the head of the talent research department of China International Talent Development Center, Liu was transferred to the Forestry Social Insurance Center managed by the Forestry Department of Guangxi Zhuang Autonomous Region as the deputy director. When Liu was inspected, the relevant personnel of the Personnel and Education Department of the Forestry Department did not contact China Youth Audio-visual Publishing House, but Liu himself arranged for a joint-stock enterprise of the publishing house and had an individual conversation with 10 employees. After the inspection, Liu’s serious problems such as the lack of basic archival materials were neither verified with the relevant units and departments nor reported to the party group of the Forestry Department.
According to the results of the audit, the relevant departments of Guangxi Zhuang Autonomous Region dealt with the case seriously: Liu Tiejian was expelled from the party and dismissed from public office; Wei Moumou, director of the Personnel and Education Department of the Forestry Department of the Autonomous Region, and Yang Moumou, a member of the inspection team, were given a serious warning in the party, and the administrative record was severely punished, and they were transferred from personnel positions; Give the inspection team member Lan a warning within the party, administrative demerit, and transfer from the personnel work post; Instruct the Party Group of Forestry Department of the Autonomous Region to make a written review to the Party Committee of the Autonomous Region. Hu Moumou, assistant to the president of China Youth Audio-visual Publishing House and director of the publishing center, has been dismissed and dismissed. Other responsible persons involved in this case have also been dealt with.
Analysis: Personnel files record the date of birth, family members, education, position, professional title, salary level, rewards and punishments, etc., and are an important basis for employers to comprehensively inspect and use people. Generally speaking, personal files are closed and kept by personnel units, and individuals are not allowed to hold them without authorization. However, some people, driven by interests, took advantage of the loopholes in file management to make "targeted" modifications to their personal files. In the above case, Liu Tiejian made a thorough "renovation" of his personal experience by taking advantage of the information asymmetry of the file in his own hands and job hunting in different places. The reason why Liu Tiejian’s beautifully packaged files can get away with it lies in the recommendation of some people with ulterior motives and the irresponsible investigation of some employers. The files are all false, so where should we start with selecting and using cadres correctly? To curb the falsification of cadres’ files from the source, we should explore the implementation of digital management and reduce the links and possibilities of manual contact with original paper files in the process of file management. At the same time, it is necessary to further improve the mechanism of selecting and appointing cadres, improve the transparency of decision-making, strictly implement the publicity system, and focus on monitoring "abnormally promoted" cadres to avoid selecting and employing people behind closed doors, thus providing an opportunity for black-box operation.
