Notice of the General Office of the Ministry of Culture and Tourism on Launching the Intangible Cultural Heritage Day in 2021
Departments of Culture and Tourism of all provinces, autonomous regions and municipalities directly under the Central Government, Culture, Sports, Radio, Film and Television and Tourism Bureau of Xinjiang Production and Construction Corps:
The "Cultural and Natural Heritage Day" in 2021 is June 12th. In order to further raise people’s awareness of the protection of intangible cultural heritage (hereinafter referred to as "intangible cultural heritage"), inherit and carry forward China’s excellent traditional culture, and create a good social atmosphere for the protection of intangible cultural heritage, the Ministry of Culture and Tourism decided to focus on the publicity and exhibition activities of intangible cultural heritage around the Cultural and Natural Heritage Day in 2021. The relevant matters are hereby notified as follows:
I. Guiding ideology
Guided by the Supreme Leader’s Socialism with Chinese characteristics Thought in the New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China and the Second, Third, Fourth and Fifth Plenary Sessions of the 19th National Congress, and carry out online and offline publicity and exhibition activities at the important time node of celebrating the centenary of the founding of the Party, reflecting the concept that intangible heritage protection is for the people and the achievements are shared by the people, and creating a strong atmosphere in which the whole society participates in the protection and inheritance of Chinese excellent traditional culture.
Second, the theme and focus of work
(1) Theme
People’s intangible heritage is shared by the people.
(2) Work priorities
1. At the important time node to celebrate the centenary of the founding of the Party, with the theme of "People’s Intangible Heritage Sharing", we plan to carry out activities such as intangible heritage publicity and exhibition experience that the people love and enjoy, which is convenient for participation, reflecting the Party’s attention, care and concern for China’s excellent traditional culture and intangible heritage protection. Combine the non-legacy publicity and exhibition activities with the actual situation in various places and encourage all localities to carry out non-legacy publicity and exhibition activities according to local conditions. Provinces (autonomous regions and municipalities) (including Xinjiang Production and Construction Corps, the same below) can incorporate the non-legacy publicity and exhibition activities into the overall arrangement of mass cultural activities related to the centenary of the founding of the Party in this province (autonomous regions and municipalities).
2. On the occasion of the 10th anniversary of the promulgation and implementation of the Intangible Cultural Heritage Law of People’s Republic of China (PRC) (hereinafter referred to as the Intangible Cultural Heritage Law), publicize the Intangible Cultural Heritage Law and related knowledge, publicize and display the important achievements and excellent practice cases of intangible cultural heritage protection and inheritance in recent years, exchange protection experiences and measures, promote the sharing and utilization of intangible cultural heritage resources and protection achievements, and advocate the integration of intangible cultural heritage into life and serve the people and society.

(1) Key activities
1. "Hundred Years of Art, Passing on from Generation to Generation" China Traditional Craft Invitational Exhibition
In order to celebrate the centenary of the founding of the Communist Party of China (CPC), celebrate the glorious course of the people of all ethnic groups throughout the country who have made unremitting efforts to realize the great rejuvenation of the Chinese nation, vigorously carry forward the excellent Chinese traditional culture, and comprehensively display and test the achievements of the revitalization of China’s traditional crafts, an invitation exhibition of China’s traditional crafts will be held in Shanghai from June to July in 2021, showing the positive role of traditional crafts in satisfying people’s longing for a better life, helping to overcome poverty and revitalizing the countryside.
2. "10th Anniversary of the promulgation and implementation of the Intangible Heritage Law" related activities
The Ministry of Culture and Tourism will carry out the "10th Anniversary of the promulgation and implementation of the Intangible Heritage Law" and hold symposiums to sum up the achievements and experiences of the 10th anniversary of the promulgation and implementation of the Intangible Heritage Law, further implement the Intangible Heritage Law and promote the better development of the intangible heritage protection. All localities should, in combination with the implementation of the Intangible Heritage Law, organize activities related to the tenth anniversary of the promulgation and implementation of the Intangible Heritage Law in their respective regions.
3. Traveling in the Clouds, Video Exhibition
The Ministry of Culture and Tourism will support the online video platform to jointly hold the 2021 "Cloud Tour Intangible Cultural Heritage Video Exhibition", which will focus on showing and broadcasting all kinds of outstanding intangible cultural heritage resources, so that more people can pay attention to and understand the colorful and vivid intangible cultural heritage protection practices in their lives, stimulate the cultural confidence and pride of the whole society, and create a strong atmosphere for the whole society to actively participate in the practice of intangible cultural heritage protection.
4. Intangible shopping festival
The Ministry of Culture and Tourism will support the e-commerce platform to jointly organize the 2021 "Intangible Shopping Festival". Support all e-commerce platforms to rely on existing non-legacy resources, and focus on online sales activities of non-legacy products around shops and products in poverty-stricken areas. Under the premise of meeting the requirements of epidemic prevention and control in this region, support all localities to carry out the "Intangible Shopping Festival" in this region by using A-level tourist attractions, historical and cultural blocks and cultural and tourist towns, build a sales platform under intangible product lines, promote the sales of intangible products, help the majority of intangible heritage people and intangible poverty alleviation employment workshops to obtain benefits, and let the broad masses of people participate in intangible protection and share the fruits of intangible protection in the shopping experience.
(2) Activities carried out in various places
All provinces (autonomous regions and municipalities) organize non-legacy publicity and exhibition activities throughout the province, publicize and display important achievements and excellent practice cases of non-legacy protection and inheritance in recent years, exchange protection experiences and protection measures, and promote the sharing and utilization of non-legacy resources and protection achievements. Plan and carry out intangible cultural heritage publicity and exhibition activities that are popular with the people and easy to participate in, further enrich the people’s spiritual and cultural life, and raise the awareness of the whole society to consciously protect and inherit intangible cultural heritage.
(3) Activities carried out by relevant units directly under the Ministry of Culture and Tourism.
All relevant units directly under the Ministry of Culture and Tourism should actively carry out the publicity and exhibition activities of the "Cultural and Natural Heritage Day" in 2021 in combination with their own resource advantages.
Fourth, the job requirements
(a) attach great importance to and make careful preparations. In accordance with the requirements of the central and local governments on the prevention and control of COVID-19 epidemic, we will organize and carry out the publicity and exhibition activities of the "Cultural and Natural Heritage Day" according to local conditions and levels.
(2) The theme is clear and focused. Closely follow the theme of "People’s Sharing of Intangible Heritage", plan and deploy related activities under the theme framework, and highlight the important achievements and excellent practice cases of intangible heritage protection and inheritance in recent years. Timely release the information on the intangible activities of "Cultural and Natural Heritage Day", mobilize the extensive participation of the society, and improve the initiative and enthusiasm of all kinds of activities. Enrich the forms of activities, use new media and online platforms to plan and organize online publicity and communication activities.
(three) the implementation of ideological responsibility and responsibility for production safety. Implement the responsibility system for ideological work, strictly guide the content and value of activities, and guard against ideological risks. All activities should have safety judgments and implement safety responsibilities. Do a good job in epidemic control, fire fighting, medical assistance, emergency rescue and other work plans, and equip necessary staff and safety inspection equipment to ensure safe and orderly activities.
In order to strengthen the publicity of the intangible cultural heritage day in 2021, the departments (bureaus) of culture and tourism of all provinces (autonomous regions and municipalities) are requested to submit three propaganda slogans, and the information summary table of the intangible cultural heritage day in 2021 of the province (autonomous regions and municipalities) and the unit (attached) is submitted to the Ministry of Culture and Tourism by e-mail before May 9. Please submit the summary of the non-legacy publicity and exhibition activities (including activities, participants, highlights and experiences, etc.) of the "Cultural and Natural Heritage Day" in this province (autonomous regions and municipalities) and this unit by e-mail before June 18.
