　　On December 30, 2019, the Central Commission for Discipline Inspection publicly exposed five typical problems that violated the spirit of the eight central regulations. One of them was Gao Minghua, former manager of Fuyang District Grain Storage Company in Hangzhou, Zhejiang Province, and Xu Lusheng, former secretary of the Party branch, and others illegally organized public funds to eat and drink.

　　After investigation, during the period from 2014 to December 2018, Gao Minghua, Xu Lusheng and others, through collective research by the team, instructed financial personnel to illegally take funds to buy tobacco and alcohol by means of false expenses, totaling 1,371,600 yuan. Gao Minghua, Xu Lusheng and others ate and drank in violation of public funds, illegally consumed high-grade tobacco and alcohol, and ate and drank 545 times in many restaurants, with a total meal fee of 776,200 yuan. From 2014 to 2018, before the Spring Festival every year, Gao Minghua, Xu Lusheng and others, through collective research by the team, illegally distributed local products, tobacco and alcohol to the middle-level and above cadres of the company, with a total value of 93,000 yuan. Since 2017, Gao Minghua, Xu Lusheng and others have repeatedly organized employee tours in violation of regulations, and public funds have paid 132,600 yuan.

　　In August 2019, Gao Minghua was punished by staying in the party for two years and was removed from the position of manager of the grain storage company; Xu Lusheng was dismissed from his post in the Party. Other relevant responsible persons are dealt with accordingly.

　　Fuyang grain purchasing and storage company is the only state-owned enterprise that undertakes policy grain purchasing and storage business in this area. According to the Interim Measures for the Management of Operating Funds of State-owned Enterprises in Fuyang District issued by the State-owned Assets Supervision and Administration Commission of this district, the business entertainment and other related expenses incurred by grain storage companies during the period from 2014 to 2018 shall be implemented with reference to market enterprises. Therefore, the company has a certain amount of business entertainment expenses every year for the normal operation and management of state-owned enterprises.

　　However, for the company manager Gao Minghua and others, this fund feels "stretched" when used. Since 2014, Gao Minghua, together with the other four team members and two middle-level cadres, has bullied his superiors and deceived his subordinates, disobeyed the discipline, ate and drank by taking advantage of official reception, distributed local products and tobacco and alcohol in the name of unit welfare, and traveled with public funds in the name of going out for inspection. The total amount involved has exceeded one million yuan, making it a nest of "shuorats" entrenched in the grain system.

　　The company has a wide variety of receptions, which violates the regulations on official reception and illegally consumes high-grade tobacco and alcohol. When asked what kind of drinks the company provides, Gao Minghua said: "Liquor is mainly Maotai, Shede, etc. When people in the department are invited to have a meal, they usually put Moutai in a coke bottle, and invite business units outside the province to eat directly. Take Moutai out to entertain. We have to arrange about twelve or three tables of rice every month, and we have to drink more than a dozen cases of red wine and two or three bottles of Maotai … …”

　　It is estimated that the company’s annual business entertainment expenses are as high as more than 400,000 yuan. Under the background of the CPC Central Committee’s unremitting efforts to implement the spirit of the eight central regulations and the unremitting efforts to rectify four winds, Gao Minghua and others have racked their brains on how to "whitewash" these high expenses and reimburse them through formal channels.

　　In the end, they thought of making a name for themselves, that is, charging daily purchases of tobacco, alcohol, local products and meals through invoices of various names such as food, office supplies, handling fees and transportation fees. Take the "loading and unloading fee" as an example. The operation process of Gao Minghua and others is as follows: after the office gets the statements of tobacco and liquor stores and restaurants, the business department will make false outbound vouchers, budgets and issue labor invoices, which will be submitted to the finance department for review, and then the manager and the deputy manager will jointly sign and review, and then pay the related expenses after the funds arrive.

　　In this way, from 2014 to 2018, Gao Minghua and others violated national laws and regulations, and illegally collected funds for daily purchases of tobacco, alcohol, local products and meals by means of false expenses, totaling 1,371,600 yuan.

　　In January 2019, when the first inspection team of Fuyang District Committee conducted an extended inspection of the grain storage company, it was found that there were problems such as falsely invoicing public funds for non-operating expenses.

　　Soon, the problem clues were transferred to the Supervision Committee of Fuyang District Commission for Discipline Inspection. In February of the same year, the Supervision Committee of Fuyang District Commission for Discipline Inspection set up a verification team to conduct an initial check on the mental problems of seven people, including Gao Minghua and Xu Lusheng, who violated the eight central regulations.

　　"The key to mastering the facts of Gao Minghua and others’ violation of discipline and law lies in getting the original bills for their purchase of high-end cigarettes and drinks." The analysis of the verification team is directed at a key person, that is, Zhang Julong, the office director of the company who handles all kinds of bills.

　　However, the contact with Zhang Julong was full of twists and turns.

　　On February 15, 2019, when talking to Zhang Julong for the first time, the inspection team successfully obtained more than 150 bills marked with various names such as "food", "beverage" and "mineral water", but few of these bills were marked with "alcohol and tobacco".

　　"Don’t they take public funds just to buy food and drinks? Still used so much money? " After talking with Zhang Julong, the verification team had doubts about the authenticity of the bill.

　　"You see, although these bills are dated in 2015, they look very new." This discovery aggravated everyone’s doubts.

　　Three days later, the inspection team found Zhang Julong to talk again.

　　"These bills don’t look old. Can you tell me what’s going on?" The inspectors asked directly.

　　"These bills are all fake. We opened them years ago." Knowing that he couldn’t hide it, Zhang Julong confessed the truth.

　　"Why do you want to open a fake bill?"

　　"Because most of the original bills are drinks and cigarettes, there are not many drinks. Therefore, we asked the tobacco hotel to forge some bills for us and write the time separately. "

　　"Where are the real bills and the list of cigarettes, alcohol and local products you usually receive?"

　　"After the inspection team was stationed, I destroyed all these original documents."

　　After two conversations, the verification team basically grasped the basic facts that Gao Minghua and others illegally took funds to buy alcohol and tobacco by means of false expenses. However, the destruction of the original bill made the case lack the most important evidence.

　　Unexpectedly, one day later, Zhang Julong took the initiative to find the verification team.

　　"Yesterday, I said that it was not true that the original documents were destroyed. In fact, I left them at home. I went back and thought about it for one night, and I felt that it was impossible to cheat like this again. " Zhang Julong handed over all the original vouchers and a USB flash drive containing the list of tobacco, alcohol and local products received by relevant personnel to the verification team.

　　In May 2019, the Supervision Committee of Fuyang District Commission for Discipline Inspection conducted a case review and investigation. In the face of facts and evidence, Gao Minghua and others respectively confessed all the facts of violation of discipline and law, and seven people involved in the case were also dealt with accordingly. At the same time, the two leaders in charge of the Bureau of Commerce in this district were notified and admonished respectively for failing to fulfill the problem of "one post and two responsibilities".
