The Ministry of Finance, the Ministry of Industry and Information Technology, the Ministry of Science and Technology and the National Development and Reform Commission issued a notice on improving the financial subsidy policy for new energy vehicles on the 23rd, clearly extending the implementation period of the financial subsidy policy for the promotion and application of new energy vehicles to the end of 2022.
In terms of subsidy standards, the subsidy standards for new energy vehicles in 2020-2022 will be reduced by 10%, 20% and 30% respectively on the basis of the previous year. At the same time, accelerate the electrification of vehicles in public transportation and other fields, and meet the requirements that the subsidy standard for vehicles will not decline in 2020. From 2021 to 2022, the subsidy standard will decline by 10% and 20% respectively on the basis of the previous year. Moreover, in principle, the annual subsidy scale is limited to about 2 million vehicles.
In terms of subsidy conditions, in 2020, the technical indicators such as the energy density of the power battery system will not be adjusted, and the energy consumption of new energy vehicles and the driving range threshold of pure electric passenger cars will be moderately increased. From 2021 to 2022, in principle, the technical indicators will remain generally stable.
At the same time, it is stipulated that the price of new energy passenger cars before subsidies must be below 300,000 yuan; Accelerate the promotion of new energy vehicles, and the subsidy for vehicles that adopt the "power exchange mode" is not limited by the price limit standard.
The document also emphasizes that in the future, the government procurement of new energy vehicles will be intensified, and support policies such as exemption from purchase restriction, exemption from restrictions and road rights for new energy vehicles will be further promoted.
Experts in the industry said that the extension of subsidy policy for new energy vehicles and the further refinement of subsidy standards will effectively promote automobile enterprises to further improve their product and technical level, stimulate the consumption of new energy vehicles, boost consumer confidence and accelerate the recovery of the automobile market.
