Adhere to "governance first, then transformation"
The city has always adhered to the idea of comprehensive management in the transformation of old residential areas. The "Proposal" emphasizes the principle of "governance first, then transformation", and clarifies the comprehensive governance standards such as illegal construction, piling and locking, opening walls and digging holes, group renting houses and illegal use of underground space in old communities. Demolition of illegal construction according to law, which affects the reconstruction project, should be demolished before the reconstruction. Through "self-demolition, help demolition, persuasion demolition" and other forms, the external window guardrail that affects the renovation project will be removed to ensure the quality of energy-saving renovation projects. Completely remove the pile locks, control the illegal use of the wall and underground space, and dynamically clear the group renting houses.
Specific to the project management, the "Proposal" proposes that the physical examination of old communities should be carried out in an all-round way, and all the old communities that need to be renovated should be included in the renovation project reserve before the end of 2022. Each district will combine the physical examination results and residents’ demands, and declare the reserve projects in batches and include them in the transformation implementation plan, and make dynamic adjustments. In promoting the renovation of dilapidated buildings and the retirement of simple buildings, the city will intensify its efforts to promote the renovation of water supply and drainage pipelines in the building, the renovation of municipal professional pipelines in public areas, the renovation of aging, and other single renovation projects, and support the implementation of environmental remediation projects.
At the same time, innovative policies and mechanisms for the renovation of old residential areas can be adopted. Dangerous old buildings in old residential areas can be connected together, and dangerous old buildings and bungalows can be interwoven. Some projects with early construction years and low construction standards can be included in the scope of renovation, and reconstruction zones and reconstruction zones can be implemented. Reconstruction projects should not increase the number of households, and can use the above-ground and underground space to moderately improve the living conditions. The "Program" refines the content and standards of the renovation of old residential areas. Among them, the basic renovation content includes 13 items, such as energy-saving renovation of building body, renovation of old pipelines such as water supply, drainage and gas supply; There are 11 items of improvement, including the renovation of water supply and drainage pipelines in the building with strong demand from residents, the installation of elevators, the installation of centralized charging facilities for electric bicycles and fire-fighting facilities; There are 12 guidelines for upgrading transformation. According to the actual conditions of each community and its surrounding areas, each community can attract social capital to participate in the construction of public service facilities such as old-age care, nursery, sports, community canteens, health and epidemic prevention, convenience stores and so on by using the vacant land and inefficient space that has been demolished and vacated.
Among them, in terms of installing elevators in old buildings, the "Proposal" proposes to draw a map of installing elevators in old buildings in the city, make it public and conduct dynamic management; Issue guidelines on the balance of interests, guide residents to negotiate according to law, and promote consensus; Support all districts to build and install elevator service platforms and provide one-stop services.
Regarding the renovation of the upper and lower water pipelines that residents are concerned about, the "Proposal" also clarifies that it is necessary to improve the application system for the renovation of the upper and lower water pipelines in the building, make good use of the consultation and discussion platform, fully carry out democratic consultations, and guide residents to reach a consensus; Publicize the renovation plan in advance to avoid economic losses caused by residents’ newly renovated houses and other reasons; Clear the deadline for renovation application, and fully reserve the time for residents to negotiate and apply.
The extractable provident fund is used for the renovation of the building itself.
In terms of planning and construction approval management, the "Proposal" proposes that the city will set up a "flow pool" for the planning index of supporting facilities for new construction and renovation of old residential areas, and implement the transformation of municipal infrastructure, public service facilities, public safety facilities and dilapidated buildings in the process of renovation of old residential areas. The increased building scale will be included in the building management and control scale of each district, which can be recorded and counted separately by each district for overall planning of the whole district. At the same time, innovative planning and management measures, allowing land properties to be compatible and building functions to be mixed. Use the existing carport, concierge, idle boiler room, coal shed (field) and other housing facilities to rebuild convenience service facilities, and apply for relevant business licenses according to the opinions issued by the planning and natural resources department.
In terms of funds for the renovation of old residential areas, the "Proposal" also puts forward a support policy for housing provident fund, allowing the withdrawal of housing provident fund under the names of myself and my spouse for the renovation of the building itself, the installation of elevators, the renovation of dilapidated buildings and the deposit of special maintenance funds; Support residents to apply for provident fund loans for the reconstruction of dilapidated buildings, and clarify the operation process of extraction and loan.
After the renovation of old residential areas, the environment is beautiful, and it needs a long-term management mechanism to maintain it. The "Proposal" proposes that the city will pilot the "trust system" of property services in qualified old residential areas, that is, all owners of the residential areas will be the clients, and the property fees and public income will be entrusted to the industry Committee for management as mutual funds. All the expenses for residential property management will be withdrawn from the fund account, and the property company will provide open and transparent property services with consistent quality and price.
